This is an art/public works installation in Zadar, Croatia called the Sea Organ. These steps contain tuned pipes that are open to the sea. As the waves ebb and flow in and out of the pipes, they push air through small whistles that produce the whale-call like sounds you can hear in the video. I like artworks like this, ones that make music using nature and that are focused on creating a beautiful environment for people to just relax in.
